Health system capacity can be defined as the supplies and equipment, spaces, and structures used to treat patients, train personnel, and follow policies and procedures related to meeting the health care needs of the population.

Measures for monitoring health system capacity fall under the Health system resources dimension of the Health System Inputs and Characteristics quadrant of our Health System Performance Measurement Framework. In this dimension, a health system mobilizes and uses financial, human, physical, technical and informational resources to produce the goods and services required to achieve its goals.
